The original source of this news is an editorial in the Washington Times in 2011. The Washington Times is owned and operated by a cult, the Unification Church, colloquially known as “Moonies”. There is no other source, and the name and number of the bill is not listed.

Note the complete lack of exemptions for any legislators.

Teenage girl is raped:
News: What was she wearing? Was she drunk? How much was she drinking? Was her cleavage showing? Well maybe she was asking for it? Well was it really "rape"? She was a slut. Teens today are too sexually active. Did she lead them on?
*Note the passive voice for "Teenage girl is raped." Raped by who? Don't protect the criminal!
